This case study provided a detailed examination of the process of selecting Cirebon 1 as the first pilot project in the ADB’s Energy Transition Mechanism (ETM). This selection was announced on 14 November 2022, when ADB, Indonesia Investment Authority, Indonesia State Electricity Corporation (PLN) and Cirebon Electric Power signed a memorandum of understanding (MoU) to jointly explore the early retirement of Unit 1 of the Cirebon Coal-fired Power Plant (Cirebon 1) as a part of the ETM. The case study raises a number of concerns and concludes with recommendations.
